connecting Vaughan – east and west

We’re building rapid transit in York Region – Bus Rapid Transit and subways – to connect York Region residents and commuters from north and south, east and west. Markham and Newmarket both have east-west rapidway connections, and next it’s Vaughan’s turn. From Yonge Street to Helen Street west of Highway 400, the new vivaNext rapidways will connect travellers with fast, convenient Bus Rapid Transit.

Vaughan Metropolitan Centre [VMC] is a hub of activity and the rapidway project is moving ahead quickly to open between Jane Street and Bowes Road by the end of 2016. Along the rapidway, Viva will stop at vivastations at Creditstone Road and Keele Street. Once the Toronto-York Spadina Subway Extension [TYSSE] opens in December 2017, Viva riders will also be able to connect at a vivastation west of Jane with direct access to the new subway station below, and a YRT bus terminal a short walk away. This spring, construction begins on rapidways that will link vibrant communities in the east and west of Vaughan to the transportation options and development in the VMC, and to the rest of York Region.  We know it helps to be aware of what’s happening and when, so we promise to keep you informed and up-to-date along the way. the murky world of underground infrastructure

Property ownership and development are generally straightforward concepts: people or businesses own land, including any assets that are built on that land, and only they can decide when and if any improvements are to be made.

But what happens when the property is located underground, and the improvements are being made by someone other than the property owner? Welcome to the murky and confusing world of underground infrastructure, where ownership and decision-making are much more complex than above ground.

Underground infrastructure, which includes gas and power lines, telecommunications, watermains and sewers, is always owned by either a private company or the municipality. But generally utilities are located under roads or sidewalks, or on private property; utility companies typically do not own the land where their utilities are located.

In most cases underground infrastructure is located in the “public right-of-way”, including roads, sidewalks and boulevards. If a utility company wants to make a change to their own infrastructure, such as making a repair or increasing capacity, they need to get municipal approval before any work can be done. This “municipal consent” process is set out in legislation, and ensures municipalities can control and coordinate utility work on public lands or roads. This is critical, especially when utility work requires road closures or detours or will have some other impact on the public.

Municipalities also can set restrictions on when and how utilities can access their own infrastructure, to minimize impacts on the public and protect the municipality’s own infrastructure. For example, a municipality might impose a moratorium on changes to private infrastructure on newly built or repaired streets, so that new asphalt isn’t dug up.

In all cases, our projects spend a lot of time coordinating with utility companies to resolve any conflicts between the rapidway and streetscape elements we’re building, and the multiple utilities using the same space. In many cases, utilities can co-locate, for example telecommunications may share a common duct bank, and be buried next to hydro. Designs for all relocated utilities have to work with our vivaNext design, and in some cases where space is limited, working through the design process to fit in all the elements can be extremely challenging. Municipalities also have views on where they want elements located; the Region avoids locating utilities in their roadway, whereas local municipalities prefer to keep utilities away from the planters.

Once the design is established, a schedule is worked out with the Region or municipalities, specifying how long the utility work will take. Utilities are given a specified amount of time to close lanes as part of the final permit; even if the work is next to the road, lanes often need to be closed to give workers room to work safely. Our design-builders will coordinate construction work with the utility relocations, since only one activity can be carried out at a time in any given place.

The last but very important part of this complicated process is reducing the disruption for nearby residents and businesses. Once the design and municipal consent is complete, the utility and vivaNext community liaison team work with property owners to discuss access to properties while work is underway.

A lot of moving parts need to be coordinated and resolved before any underground infrastructure gets moved, but our teams are committed to coordinating these efforts with everyone’s best interests in mind.

When you’re building rapidways for generations to enjoy, it’s important to make sure that the end product is what we want.

Everything – from the paving stones on the sidewalk, to the glass in the canopies, to the red asphalt – is tested, inspected and verified by qualified engineers with a keen eye for detail. Anything that doesn’t make the grade is placed on a “deficiencies list” that the builder is responsible to remedy. That’s why you may see occasional construction activity in the first couple of years after infrastructure projects are done.

Project managers of infrastructure projects call this the warranty work phase – an opportunity to catch any issues so that they can be fixed while the infrastructure is still under warranty. It often takes all the seasons in a full year to see how things weather in our climate or perform once in use.

Much like when you buy a new house, it can take one or two years for the foundations to settle, and for you to make note of where the finishes are less than desirable. Then the contractor comes back to fix all the nail pops and cracks in the drywall, fill any gaps in the molding and repaint where necessary. It ensures that you are happy with the work, and you get the most out of your home. Warranty work is the same idea for our facilities, stations and rapidways.

On Davis Drive, we’re starting with the grinding and smoothing out of curbs, fixing paint finishes and filling small cracks, and of course taking note of anything else that needs work.

where will the vivastations be along Bathurst & Centre?

We’ve heard your questions about vivastation locations along Centre and Bathurst Streets, so here’s everything you need to know…

The Phase 2 rapidway project will include 10 new vivastations, with five of them along the current Viva bus route on Bathurst and Centre Streets. This is already one of York Region’s busiest Viva routes, so stops were planned where people will want to get on and off Viva.

From west to east, this is where the stations will be:

  • Centre Street at Dufferin Street.
  • Centre just east of Carl Tennen Street & Vaughan Boulevard.
  • Centre at North Promenade & Disera Drive.
  • Bathurst Street at New Westminster Drive.
  • On the connector road between Bathurst and Yonge Street.

As with all rapid transit in York Region, we plan stations to be walking distance from shopping, important services, and places to live and work. When it’s all done, the Centre and Bathurst area will have updated utilities and traffic signals, tree-lined streets and bike lanes. Preconstruction starts this year, including utility locations and relocations, and watermain upgrades.

the CN Bridge is bigger and better than ever

Highway 7 West is changing quickly, with beautiful new sidewalks, tree planters and vivastations at Creditstone and Keele. Rapid transit is on the way to Vaughan, but it’s about more than just transit. Once the rapidway projects are complete, new infrastructure will be in place, including utilities and bridges.

One bridge that cannot be missed is the CN MacMillan Bridge, crossing over the largest rail yard in Canada. The MacMillan Yard was established in the 1950s and is named after one of CN’s founders, Norman John MacMillan. The yard operates 24 hours a day and handles over a million train cars per year.

As part of widening Highway 7, the CN MacMillan Bridge needed to be expanded a total of 8.5 metres on the south and north side. This involved rebuilding the underlying structure with 8,000 tonnes of backfill, 10 new vertical piers, and 18,000 tonnes of steel reinforcing 13,000 tonnes of cement, and laying a new road surface – all without disrupting CN rail operations below!

The new bridge will have two new rapidway lanes, but it’s not just for driving. Pedestrians and cyclists will be able to enjoy the view as they cross on the improved sidewalks and a bike lane.

If you’re driving on the bridge in the coming weeks, you may notice the lanes being reconfigured, and a crane being “walked” from one side of the road to the other.

Once the rapidway project and the subway extension are done, this major transportation hub will be transformed for any mode of travel – rail, bus, and subway.

Yonge Street >> the route to change

Yonge Street has a long and storied past as a hub for shopping, entertainment and culture along its full length. There are many examples of change and transition as you follow its route from the shores of Lake Ontario all the way north to York Region.

You’ll start to see another transformation this year in Richmond Hill and Newmarket as we begin work on a rapidway – dedicated lanes for Viva – along key segments of Yonge Street.

But how did we arrive at this plan? How does it fit in with the existing network?

There are many layers of planning that have helped develop our approach to meeting the transit needs of York Region and ensuring we’re ready for the increasing demand that comes with population growth.

It all stems from The Big Move, a plan by Metrolinx [a provincial agency] that outlines a vision for a connected transportation network in the Greater Toronto and Hamilton Area [GTHA], one of the largest and fastest-growing urban regions in North America.

Following Metrolinx’s plans, York Region’s Transportation Master Plan lays out the blueprint for addressing transportation and mobility needs of those living and working in York Region over the next 25 years. It plans for region-wide infrastructure that is welcoming to everyone, including drivers, transit customers, cyclists and pedestrians.

Out of that blueprint comes York Region’s Centres and Corridors Program. This plan identifies the key urban centres and corridors in York Region where new growth and development will be focused. These key urban centres are located in Richmond Hill, Vaughan, Markham, and Newmarket – and each of these municipalities have a need for managed growth and a connected transportation network for the future.

That’s where vivaNext comes in. We’re where the rubber hits the road, connecting urban centres along key corridors with fast, efficient rapid transit. We’ve done all the ground work, completing the comprehensive environmental assessments, reaching out to the community for input on the design, coordinating with the utility companies to adjust their infrastructure, and awarding the contract to get the job done.

We’ve already opened 8.6 km of rapidways on Highway 7 and Davis Drive, and we’re looking forward to the future transformation of Yonge Street.

It’s been a busy year along Highway 7 in Vaughan. We thought you’d like to see a glimpse at some of what’s been accomplished in 2015 and a few snapshots of what’s to come.

In this video, you can check out some of the stages of work behind road widening, vivastation canopy creation (in case you weren’t driving by while it was happening), the expansion of the CN MacMillan Bridge, a whole host of retaining walls – plus a whole lot of greenery to be planted in the spring.

In many areas of the vivaNext projects, construction work is definitely visible – especially on Davis Drive and along Highway 7 West. In others areas – such as Yonge Street – it’s not quite so obvious. But work on Yonge Street has been going on this year for months, and it’s also starting up in phase 2 of the Highway 7 West rapidway.

Here’s some of what we’ve been up to – a very important part of construction – utilities!

Upgrading the utilities to prepare for the growing population of York Region is a must. Plus, in order to upgrade utilities and widen the road for the rapidway, the existing utilities below the roadside have to be moved.

That’s because locating, upgrading and relocating utilities involves more than just building a road. And each utility has its own requirements.

Utility work along the rapidway includes locating, removing and upgrading water mains and storm sewers, removing old copper cable and installing fiber optic cable for telecommunications, electricity, shutting down old gas mains and installing new ones, and it also includes upgrades and reconstruction to bridges and culverts and moving and upgrading traffic signals and street lights.

but first…

The first thing that happens along any new rapidway project is “utility investigations,” which means identifying where existing utilities are, to confirm what has to be moved. We can’t upgrade them until we find them, and some utilities can be as old as the road – installed before towns began documenting utility locations. So if you see crews digging small test pits along Yonge, you’ll know that’s a utility investigation where crews are making sure the utilities are where we think they are, and checking out what condition they’re in.

paving in stages to get it done right

As much as it has a huge impact on our day-to-day quality of life, it’s probably safe to say that roadway design is not very top-of-mind for most of us.  This is probably true, even for the part of the road that we all directly interact with every time we get in a vehicle: the asphalt paving that covers the surface.

Yet for anyone impatient for the last stages to be finished along the newly widened Davis Drive in Newmarket, it’s helpful to understand the paving process overall, and why this final stage of each rapidway project seems to take such a long time to complete.

Most roads in Canada are paved with the familiar black asphalt, which is a mix of a binding ingredient and gravel.  Asphalt is popular because it’s relatively inexpensive to install compared to concrete, wears well, and can be restored many times before the road needs to be completely rebuilt.  Given the cost and disruption involved with repairing or rebuilding a road, it’s critically important that you get the asphalt “mix” right, and put the asphalt down properly in the first place.

The first fact to understand is that not all asphalt paving is the same.  The wear and tear on a road will depend on the volume of traffic it gets, including how many vehicles are trucks or cars, and how fast they’re going.  Whether the traffic is generally driving straight, or is turning, or stopping and starting as is the case at a busy intersection, will affect the wear.  So asphalt mixes vary, depending on how durable it needs to be to stand up to the traffic it will carry. Different mixes have different installation requirements, including how long they take to cure before they can take heavy traffic.

The other important consideration with asphalt is that proper installation makes all the difference to how well it will wear.  There are a number of steps that have to be taken to ensure the durability of the asphalt, in addition to getting the mix right:

  • First, the gravel base that the top layers go over has to be in excellent condition. It needs to be perfectly smooth, level and compact, or else the top asphalt can crack and pothole more quickly.
  • The air temperature needs to be within a certain range: too hot or too cold, and the asphalt won’t last as long.
  • It needs to be installed in wide swathes extending across lanes, to avoid having too many joints.
  • It needs to be carefully tied in at side streets, to make sure the entire roadway is smooth and level.
  • The asphalt at intersections, which get extra heavy wear from vehicles braking, accelerating and turning, needs to be especially carefully installed.

The distinctive red asphalt on our vivaNext rapidways and intersections has its own requirements, and has to be laid down last, in a single layer, once the blacktop is completely set.

Working out a construction schedule that allows us to meet all these requirements before the weather gets too cold, requires that access to the roadway is completely restricted for short periods, within small segments.  Our team is working closely with the community to minimize the disruption as much as possible, although we know this stage is going to be challenging for everyone.

Getting the final stages done right has a direct impact on the long term performance of the road and the new rapid transit system.  As much as we want to be finished as soon as possible, speeding up the process simply is not an option. By building to the highest standards now, we’ll have a high quality road that will perform well for years to come.

final paving on Davis Drive is underway!

Final paving is here! This week you’ll start to see the distinctive red asphalt on the rapidway and intersections along the Davis Drive corridor in Newmarket. It’s exciting because final paving means that underground utilities and infrastructure work is complete, the road has been widened to accommodate the centre lane rapidway and the medians and curbs are in place. All these elements help define a new urban destination for Newmarket. This is a significant milestone in the transformation of Davis Drive.

If you travel along Davis on a regular basis, you’re already aware of the fundamental changes that have been made to the way people drive, walk and ride on the corridor. New intersections allow for protected left-turns and u-turns, and feature optional two-stage pedestrian crossings, and accessibility features like audible chirps to aid people who are visually impaired. For the eco-conscious, the greenery planned for Davis Drive and the connections to paths like the Tom Taylor Trail will make the sidewalks and boulevards inviting spaces for all.

It’s not just Davis that’s getting a shiny new coat, the side streets that connect to Davis will be paved at the intersections so that they tie-in nicely with the new road.

Even after years of planning, design and construction, the rapidway just feels more tangible and real when we apply our distinct red asphalt to the road. There’s something special about knowing that you’re contributing to the future growth and prosperity of entire neighbourhoods, towns and regions by connecting people to the places they work, shop and play.

We are already seeing the benefits of improved traffic flow and travel times along Highway 7 in Richmond Hill and Markham, and the YRT/Viva network continues to grow.

To get there is a messy process, there’s no doubt. But we are asking you to hang in there with us over the next month or so, and we hope that you’ll share our enthusiasm for the finished product.
