Accounting and Reporting Analyst – Capital Projects 20327

Position Purpose

Reporting to the Manager, Finance Accounting and Asset Capitalization - YRRTC, is responsible for key financial functions focused on financial accounting and reporting such as ensuring financial data integrity, completeness and timelines; performing accounting and variance analysis versus prior periods and budgets; developing and administering financial schedules and documentation; managing corporate, inter-department and intra-fund charges and recoveries; reconciling corporation’s general ledger and preparing correcting journal entries, if applicable; managing the allocation of project management office costs to preparing capital reports, schedules and analysis for provincial/federal subsidies; assisting in the preparation for audits and providing financial working papers, Financial Statements and Notes for use by internal and external auditors; developing, implementing and improving PeopleSoft automated reports and processes; overseeing the subsidies/grants claiming process and optimizing the external funding and recoveries, in accordance and full compliance with the contribution agreements (i.e. Metrolinx, TYSSE, CSIF, etc.) and other executed protocols; taking active role in asset management and maximizing on the capitalization process and the TCA and WIP reporting.

Qualifications

  • Successful completion of a Master’s Degree in Business Administration, Mathematics, or Economics, or completion of a professional accounting designation program (CMA, CGA, CA) and registration in good standing with the appropriate Ontario Accounting Association or approved equivalent combination of education and experience.
  • Miniumum five (5) years progressive accounting/financial experience in a computerized accounting environment with responsibilities for automated accounting activities, account reconciliation, capital project accounting, analysis and report generation, database inquiries and budgeting.
  • Experience in the analysis, design and implementation of computer applications particularly financial system modules, such as PeopleSoft and various database systems.
  • Proficient with the accounts payable, general ledger, and purchasing modules of PeopleSoft and Query and Report Manager PeopleTools.
  • Thorough knowledge of general office procedures and accounting principles, practices and procedures.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self management and accountability, and flexibility/adaptability.
  • Computer literacy at an advanced level utilizing MS Office software applications, as well as ability to design, develop and implement complex spread sheet and Access based programs.
  • Excellent communication skills to follow up with contractors, consultants and project managers to understand variances and communicate such in a report.
  • Demonstrated analytical skills to identify and solve problems, interpret data, recommend actions and ability to develop solutions for automating financial tasks.
  • Demonstrated accuracy and numeric skills.
  • Demonstrated ability to work independently in managing priorities and meeting deadlines.
  • Ability to travel to off site locations in a timely and efficient manner, as required.
  • Ability to work outside regular business hours, as required.

Manager, Infrastructure - YRRTC 20546

Position Purpose

Reporting to the Director, Bus Rapid Transit Program, is responsible for leading, managing and coordinating large scale, complex, multi-year strategic projects and programs, and multi-disciplinary project teams associated with the implementation of the Vivanext program or York Region Rapid Transit System; developing and overseeing project agreements and deliverables, project schedules, resourcing, budgets, project costs and administration within the context of the delivery model; supporting the formulation of strategic work plans and requests for proposals to fulfill the business plan; formulating and assisting in the preparation of annual budgets and senior government funding agreements; providing liaison and coordination with other governments, Regional Departments and municipalities, and other stakeholders as required.

Qualifications

  • Successful completion of a related University Degree or approved equivalent combination of education and experience.
  • Project Management Professional (PMP) or demonstrated equivalent experience with project design and management practices and principles.
  • Minimum five (5) years directly related experience and demonstrated supervisory or leadership experience.
  • Previous project management experience in senior level municipal, regional or provincial government organization.
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Knowledge of strategic planning principles, concepts, practices, and methods.
  • Understanding of public administration requirements and related legislation.
  • Knowledge of transit systems, roads planning and design standards.
  • Knowledge and demonstrated ability in corporate core competencies including customer service, communication, team work, initiative/self-management and accountability and flexibility/adaptability.
  • Management competencies including results/achievement focus, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
  • Computer literacy utilizing MS Office software applications and proficiency with the application of specialized software applications relevant to the technical specialty.
  • Ability to identify issues, challenges and opportunities and propose solutions.
  • Ability to negotiate/facilitate, build consensus and present information to varied audiences.
  • Ability to work outside regular business hours, as required.
